TRAUNER was hired by the VA to help in the evaluation and resolution of claims made on an $82M, 240-bed clinical addition, parking structure, and renovations to the existing VA Medical Center in Philadelphia, PA.

The new clinical addition consisted of a subbasement and eight floors. The contractor was also required to break through from the new clinical addition to the existing facility and connect the two structures. The medical center had to remain in full operation during construction. This required a detailed phasing plan to guide the sequencing of construction of the new clinical addition and the VA move into the new addition. The project was divided into 11 phases of work. The contractor submitted a request for equitable adjustment alleging the VA to be responsible for 668 workdays of project delay due to alleged inaccurate, inadequate, and incomplete contract documents, rephasing, and interference.

TRAUNER was retained by the VA to analyze the contractor’s claim. Our services included a delay analysis to determine the source and magnitude of critical project delays; an inefficiency analysis; an assessment of liabilities; the incorporation of DCAA audit results; the development of Rule 4 File; and the analysis of the contractor’s and the subcontractor’s claims and damages. TRAUNER also helped the VA with negotiations. The dispute was settled in ADR.
