The project was a $98.8M renovation to an existing seven-story school. In March 2015, the contractor was issued the Notice-to-Proceed for the project and the original contract Substantial Completion Date was December 12, 2017.

The project initially encountered delays resulting from licensing agreements with adjacent properties and subsequently by the contractor’s ability to begin asbestos abatement. Then, in the summer of 2016, the project encountered its most significant impact. TRAUNER’s scope of work included reviewing the contractor’s CPM project schedule submissions, including the baseline schedule, schedule updates, and time extension requests. This project is part of our term contract to provide the New York City School Construction Authority (SCA) with project schedule and time extension review services, and time extension negotiation services.

To quantify critical delays to the project and assign responsibility, we performed both a schedule delay analysis between updates as well as providing a detailed review of schedule revisions that resulted in additional delay. This allowed the SCA to determine if the delay was the result of slow progress of the contractor, the inaction of the contractor, or changes directed by the SCA, and assign responsibility. To date, we have assisted the SCA with the evaluation, review, and resolution of three Time Impact Evaluations submitted by the contractor, in addition to the review of the contractor’s baseline schedule and monthly update submissions.
