MWAA Dulles Corridor Metro Rail Silver Line Extension – Phase 1

The $2B, Dulles Corridor Metrorail Project is a 23-mile extension of Washington’s existing Metrorail System. It is being built in two phases by the Metropolitan Washington Airports Authority (MWAA). Phase 1 includes five stations along 11.7 miles. Four are in Tysons Corner and the fifth, which serves as the temporary terminus, is on the eastern edge of Reston.

TRAUNER has assisted MWAA with the execution of four task orders. The tasks consisted of evaluating Dulles Transit Partners’ (DTP) requests for additional compensation of both time and money.

With regard to the evaluation of the request for additional contract time, DTP submitted Time Impact Analyses for delays in 2013 and 2014. DTP alleged that MWAA was responsible for the project delays due to the alleged lack of trains available for testing and due to certain owner-directives related to software and testing.

TRAUNER identified and measured the project delays during both years. We performed a detailed as-built delay analysis. An as-built delay analysis relies on the project documentation to develop an as-built diagram that identifies when and where the project work occurred. The critical project delays are identified using the as-built diagram. This delay analysis method was chosen based on observations made regarding the reliability of the project schedules for delay analysis purposes.

TRAUNER was also asked to evaluate DTP’s $20M+ request for additional compensation.

The DTP request for additional compensation included the recovery of alleged additional direct labor, equipment, and material costs and additional engineering hours and alleged delay-related costs. TRAUNER’s evaluation of the project delays, DTP’s alleged additional hours and costs, and the available project documents, specifically DTP’s original staffing plan, resulted in a substantial reduction of the project delay and additional costs that were MWAA’s responsibility.

TRAUNER’s findings enabled MWAA to reach a successful resolution with DTP.
