The project consisted of a $35.9M renovation of the first seven floors of an existing hospital into a new school, PS 340 in Manhattan.

TRAUNER’s scope of work differed from our many other assignments with the New York City School Construction Authority (SCA). This project was initially delayed by the discovery of particulate vermiculite, which had been previously used as fireproofing when the building was first constructed, during the demolition of the floors. As a result of the need to remediate the particulate vermiculite, asbestos, and design issues, the project was significantly delayed in the early portions of the project.

Because this project was a high-profile school that had to open on time, the SCA had no choice but to accelerate the contractor’s operation to recover the project delay and finish on time.

TRAUNER was engaged to identify and measure the actual amount of delay caused by these issues, evaluate the contractor’s acceleration or recovery plan, and to monitor the contractor’s progress and attempt to accelerate the project and finish on time. Although the SCA and the contractor agreed to an acceleration plan and cost for the acceleration, the contractor continued to identify and complain about changes and issues that it alleged were delaying the project.

TRAUNER presented the results of our analyses in meetings with the SCA and the contractor and attended meetings at the project site with the SCA and the contractor to discuss the project’s slow progress and how to achieve timely completion.
