MWAA Dulles Corridor Metro Rail – Phase 2

The Dulles Corridor Metro Rail Phase 2 project was a multi-billion dollar, 11.4-mile extension to the Silver Line from Wiehle-Reston to Loudon County, including six new stations and both at-grade and elevated railway. TRAUNER provided its services for the Metropolitan Washington Airports Authority (MWAA), which served as the owner for the construction phase of the project.

The project consisted of two major packages. MWAA first awarded a $1.18B design-build contract for construction of the railway and stations to Capital Rail Constructors (CRC). MWAA later awarded a separate $250M contract for construction of a new railyard facility in Loudon County to Hensel Phelps Construction Company.

TRAUNER was responsible for formulating and executing the owner’s claim evaluation and avoidance strategies for this project. These efforts included the provision of a TRAUNER director to serve as the lead claims analyst for MWAA’s on-site team and engagement in negotiations, mediations, and Dispute Review Board hearings that took place over the last four years of the project. TRAUNER participated in dozens of meetings with the MWAA executive team and helped achieve a swift resolution to over $300M in claims submitted by the two contractors during the project.

In addition to claims-related analysis, TRAUNER also provided scheduling services throughout the commissioning phase of the project. TRAUNER performed the initial review of every schedule, TIA, or what-if analysis that was submitted by the two contractors, and drafted detailed response letters to each submission. Given its success in this role, TRAUNER was also asked to provide a full-time scheduling expert to serve as the liaison between the project controls and testing teams during the commissioning phase of the project. TRAUNER’s insight allowed the MWAA team to determine the most efficient path forward through a complex project.

After completion of services, MWAA’s Operations Director for the Silver Line project wrote the following regarding TRAUNER’s work: “The analysis and reports provided by your team have been critical in the effort to mitigate claims against the DCMP.
